Housing Justice Framework

At HealthSpark Foundation, we believe that Housing Justice is the foundation for health, stability, and opportunity. Yet too many residents in Montgomery County face housing insecurity or are experiencing homelessness, with housing challenges being disproportionately felt by people of color.

To capture our vision of what Housing Justice means to us, we are proud to share our newly created Housing Justice Framework. 

The framework was shaped by strategic planning, the policy landscape, and – most importantly – insights drawn from ongoing engagement, including conversations, collaborations, and projects with community organizations, government partners, and service providers. It also reflects learnings from research, participation in a national housing justice network, and inspiration from philanthropic peers, ensuring the priorities are grounded in local realities while informed by broader movements for lasting, equitable change.

Strengthening the Housing Justice Ecosystem for Long-Term Impact

You’ll notice our first pillar states “Strengthen the Housing Justice Ecosystem.” But what does that really mean? This pillar represents a comprehensive approach to Housing Justice:

The ecosystem prioritizes advancing legislative and policy changes at all levels of government, aimed at ensuring access to safe, affordable housing for all people, in all communities. In addition to a policy focus, members and organizations are using shared messaging and collectively building a unified and positive narrative about a world where Housing Justice exists.

Why an ecosystem?

Because an ecosystem is an interconnected and all encompassing system. We want everyone in Montgomery County’s housing justice space to actively participate - working collectively alongside fellow ecosystem-builders to strengthen the movement.


To support the advancement of our Housing Justice Framework, we’re excited to have launched the Building Community Solutions Fund – Housing Justice. As projects are funded through this grant program, alongside convenings, conversations, and other initiatives, we look forward to sharing the impact and synergy that emerge, in alignment with our ongoing commitment to advancing this work.
