POWER Council

HealthSpark Foundation (HealthSpark) is forming a POWER Council (Promoting Opportunities and Wellness through Equity and Reform) to shape and guide the foundation’s efforts to build community power in Montgomery County. HealthSpark is inviting several community members to apply to be part of the POWER Council for the next year. This document presents the purpose and expectations of the POWER Council and a brief application form for those interested in applying to be part of the POWER Council.
HealthSpark Foundation’s Focus
HealthSpark believes that individuals should have a meaningful voice and control over the policies, programs, and practices that shape their lives. We are investing in building community power to enhance civic engagement, advance racial and social equity, and influence public policies and systems that impact social determinants of health and well-being. By leveraging the collective wisdom of our community, HealthSpark aims to drive impactful change and strengthen our collective power.
POWER Council’s Purpose
Partner with HealthSpark Foundation to identify community needs and shape strategies for building community power, in line with HealthSpark’s mission and priorities.
POWER Council member expectations:
- Attend four two-hour meetings during the next year to engage in full POWER Council discussions
- Attend one in-person community event hosted by the POWER Council (likely in summer 2025)
- Provide advice in response to requests or issues that arise (note: not expected to be frequent)
- Provide feedback about HealthSpark’s strategies and position in the community.
POWER Council member qualities:
- Engagement in local or countywide community power building efforts in Montgomery County
- Interest in challenging the status quo
- Commitment to building broad networks and deep partnerships across communities and issues
- Openness to sharing expertise and insights, to exploring new ideas and information, and to lifting up the work of others.
HealthSpark Foundation will provide each POWER Council member with a stipend, which may be directed to the individual or an organization designated by the POWER Council member, of $1000 for participation in the POWER Council for one year.
Note: POWER Council members will give advice and recommendations to HealthSpark Foundation, and will have no legal or governance responsibilities. HealthSpark will always carefully consider the POWER Council recommendations, but it will not have the authority to compel HealthSpark Foundation to act on its recommendations or feedback.
