HealthSpark Foundation President and CEO Emma Hertz was quoted in a recent article by The Reporter about the HUD Continuum of Care Notice of Funding Opportunity that was issued November 13, 2025, and rescinded On December 8, 2025, following lawsuits. 

Leaders from Bucks and Montgomery Counties gathered at a press conference on December 22, 2025, in response to the U.S. Department of Housing and Urban Development’s (HUD) recently revised Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) which has historically provided evidence-based, stable housing programs for seniors, people on disability, survivors of domestic violence, and families. 

Leaders sounded the alarm. Individuals and families are at imminent risk of losing housing - which is foundational - and called on HUD and Congress to take action before it’s too late. In Montgomery County alone, over 170 households and $3.7M of HUD funding are currently at risk. A reduction or loss of this funding will also further strain food pantries, shelters, and other supportive services across the county that are already operating at capacity and will negatively impact local businesses and landlords.
